Mayawati’s Golden Era: The Story of Uttar Pradesh’s Development and the Need for 2027 Comeback
In the political landscape of Uttar Pradesh, Mayawati’s name is synonymous with social justice, Dalit-Bahujan empowerment, and impartial governance. Particularly, her 2007-2012 tenure stands as a milestone in Uttar Pradesh’s developmental history. The work accomplished during that period in education, health, infrastructure, and industrial development continues to serve as the foundation for the state’s progress today. Given the current political circumstances, the people of the state are once again awaiting Mayawati’s leadership.

Educational Revolution: Opening the Doors of Knowledge
The revolutionary transformation in the education sector during Mayawati’s 2007-2012 tenure was unprecedented in Uttar Pradesh’s history. During her administration, there was comprehensive expansion from primary education to higher education levels. The Mayawati government prioritized education above all else, and the results were clearly visible.[1][2]
The establishment of institutions like Gautam Buddha University, Dr. Shakuntala Mishra University, Manyawar Kanshi Ram Urdu-Farsi University, and Chhatrapati Sahu Ji Maharaj University opened new dimensions in higher education in the state. These universities not only improved the quality of education but also provided higher education opportunities to youth from marginalized communities.[2][1]
A distinctive achievement of the Mayawati government was implementing zero-fee admission for poor students. This was India’s first experiment of its kind where Dalit and economically disadvantaged students received opportunities for higher education without paying any fees. Additionally, scholarships and fellowship amounts were made available on time.[1]
Under the Savitribai Phule Education Assistance Scheme, bicycles and financial aid were provided to lakhs of girl students, which increased enrollment of girls in 10th and 12th grades. This scheme aimed not only to promote education but also to establish gender equality.[3][1]
Economic Development: Record-Breaking GDP Growth
During Mayawati’s tenure, Uttar Pradesh’s economic condition saw remarkable improvement. Between 2007-08 and 2010-11, the state’s average annual GDP growth rate reached up to 17 percent, which was comparable to the national average. This achievement demonstrates how effective Mayawati government’s economic policies were.[4][5]

Uttar Pradesh GDP Growth Performance Across Different Political Tenures
The state’s per capita income increased from approximately ₹11,000 in 2007 to ₹26,000 by 2012, representing a 136 percent growth rate. The state government’s financial condition also saw steady improvement. Uttar Pradesh remained among the few states with revenue surplus, leveraging which the Mayawati government reduced the state’s fiscal deficit from 4 percent of state GDP in 2007-08 to 2.97 percent in 2011-12.[4]
Significant improvement was also seen in debt matters. The state’s total debt decreased from 43 percent of state GDP in 2007-08 to 32 percent in 2011-12. This indicated financial discipline and efficient resource management.[4]
Infrastructure Development: Foundation for the Future
The infrastructure development work during Mayawati’s tenure continues to serve as the foundation for Uttar Pradesh’s progress today. The construction of Yamuna Expressway is the biggest example of this. This 165-kilometer expressway connecting Greater Noida to Agra stands as proof of the Mayawati government’s foresight. [6][7]

The Yamuna Expressway plan was also prepared during the Mayawati government in 2007. Although this project couldn’t be completed then due to environmental clearance issues, its foundation was laid during the Mayawati government. The current Yamuna Expressway work is a result of Mayawati’s vision. [7][8][9][10][11][12]
Plans for Jewar Airport and Kushinagar Airport were also prepared during the Mayawati government. Projects like Lucknow Metro and Delhi-Noida-Greater Noida Metro Link Scheme were also initiated during her tenure. [10][11][12]
Remarkable progress was also made in the power sector. During Mayawati’s five-year tenure, approximately 4,000 MW of electricity generation capacity was added to the state. This was about three-fourths of Uttar Pradesh’s total thermal power generation capacity until 2007.[4]
Social Justice and Welfare Schemes
In Mayawati’s government, social justice was not merely a slogan but manifested in practical policies. Under the Kanshi Ram Urban Poor Housing Scheme, approximately 200,000 small, low-cost houses were allotted to poor families. About ₹3,500 crores were spent on this scheme, representing an average of 2,800 low-cost houses in each of the state’s 70 districts.[4][13]
Under the Ambedkar Gram Vikas Yojana, more than 19,000 villages were declared Ambedkar villages and basic facilities were developed in them. More than ₹3,000 crores were sanctioned for this scheme.[3][13]
Under the Mahamaya Garib Arthik Madad Yojana, monthly financial assistance of ₹300 was announced for 31 lakh families living below the poverty line in the state. This scheme was designed to meet the needs of a total of 1.5 crore people.[14]
Law and Order: Fair and Effective Governance
One characteristic of Mayawati’s tenure was her impartiality in law and order matters. During her rule, a decline in crime rates was observed and there was a significant reduction in the number of riots. The Mayawati government sent 12 of its own MLAs, one minister, and one MP to jail, which was an example of impartial governance. [14][15]
According to National Crime Records Bureau data, improvement was seen in crime rates in some areas of Uttar Pradesh during Mayawati’s tenure. Although some statistics showed increases, overall there was improvement in the law and order situation. [15][16]
Political Legacy and Future Prospects
When evaluating Mayawati’s political legacy, it becomes clear that she not only provided political empowerment to the Dalit-Bahujan community but also made significant contributions to Uttar Pradesh’s overall development. Her governance was based on the principle of “Sarvajan Hitaya, Sarvajan Sukhaya” (for the welfare and happiness of all). [17][18][19]
Currently, the Bahujan Samaj Party is preparing for the 2027 assembly elections. Under “Mission 2027,” the party is strengthening its organizational structure and working to re-establish the Dalit-backward caste alliance. [20][21][22][23]
The Bahujan Samaj Party has now decided to emphasize coordination between MBCs (Most Backward Classes) and Dalits instead of the Muslim-Dalit alliance in its strategy. The party believes that in the current political scenario, the MBC-Dalit alliance can provide more electoral benefits than the traditional Dalit-Muslim equation. [21]
Conclusion: The Need for Comeback

The analysis of Mayawati’s 2007-2012 tenure makes it clear that her contribution to Uttar Pradesh’s development remains relevant and significant today. The revolutionary changes in education, record performance in economic development, foresight in infrastructure development, and social justice policies transformed Uttar Pradesh’s landscape.
At present, when the state is grappling with various challenges, Mayawati’s experience and leadership are being felt necessary. Her comprehensive development vision, commitment to social justice, and administrative efficiency can once again set Uttar Pradesh on the path of progress.
Mayawati’s return in the 2027 assembly elections is necessary not only for the Dalit-Bahujan community but for the development of entire Uttar Pradesh. Under her leadership, the state can once again reach new heights in education, health, employment, and inclusive development. As it is said – “Jai Bhim, Jai Kanshi Ram Saheb, Jai BSP” – may this slogan become the voice of Uttar Pradesh’s people in 2027, this is the demand of time.
